The vital contribution public libraries make to our communities has been highlighted in a survey of 2,000 library users and 300 librarians across Scotland. Many libraries are either being closed, or with reduced funding – limiting opening hours. The research, undertaken by the Scottish Book Trust, helps to understand the real impact of these closures.
The research found that local libraries were crucial in fostering a sense of community. Programmes like Bookbug bring people together, creating strong community bonds and supporting child development through stories, songs, rhymes and shared experiences.
Between 2008 and 2024, 97 public libraries across Scotland have permanently closed – that’s one in every eight libraries lost to communities nationwide.

On Wednesday 4 June 2025 The Scottish Book Trust presented their findings and recommendations to MSPs at a Cross Party Group on Culture and Communities in The Scottish Parliament.
The report asks the Scottish Government to:
- Publish a definition of an adequate public library service to ensure a more equitable provision across the nation
- Empower local authorities with sufficient funding to provide progressive and accessible library services
‘Through and beyond the lengths that public librarians in Scotland go to in order to promote reading for pleasure, provide learning opportunities, ensure digital access and literacy, reach a diverse audience and cultivate a safe space, they clearly earn and maintain the trust of their communities.’ – Libraries report
