After a vacancy of about 2½ years, Rev Joyce Keyes was ordained and inducted to the charge of Stronsay and Eday in September 1996. The Scottish Government cabinet is made up of a series of Secretaries and working within their overall remit a list of Junior Ministers. There are 10 Cabinet Secretaries, including the First Minister and 18 Junior Ministers.

Martin Kennedy President of Scotland’s National Farming Union (NFUS) commented that the appointment of Mairi Gougeon would bring, “a fresh dynamic at a pivotal time for our industry”.
